Only twenty-one penalty charge notices out of an estimated 700 have been reimbursed by Hounslow Council for parking in Chiswick House car-park when the correct parking enforcement was not in force.

Drivers who had PCNs issued between May 2013 and March 2015 are entitled to a refund, but to date only a small percentage have come forward- the potential cost if all 700 tickets were refunded would be £21,000 to the Council.

The onus is on the motorist to make the claim- the Council cannot contact them due to data protection laws, they said.

Asked by chiswickw4.com how many PCNs had been refunded since the scheme was announced a spokesperson said:

"We have refunded 21 PCNs to date; either at the full rate of £60 or the discounted rate of £30 depending on when they were paid by the recipient. "

The decision to reimburse was made the council discovered, that due to "an administrative error", enforcement powers were not passed to Chiswick House Trust when they were granted a lease for the car park at that time.All parking enforcement undertaken by Hounslow Council at Chiswick House Trust stopped from 4 March.

There is no deadline for applying for a refund if you received a Penalty Charge Notice at Chiswick House Car Park between May 2013 and March 2015.

Operational management of the car park has been transferred to Chiswick House Trust.

Affected motorists are requested to provide their Penalty Charge Notice number and evidence of payment by email to customerservice@hounslow.gov.uk. For general queries about the car park call 020 8583 2000.

Car park charges were introduced on Dec 3rd 2012 .The parking pay and display fees are from 50p for 30 mins (minimum charge) then two hourly rates up to £15 for all day parking.
