Hounslow Council looks set to suspend the access restrictions in Grove Park due to the work that is taking place on the A4. Except for two days,the measures will not be operational at least until the last week of November and possibly will not be restored completely until Christmas.

According to an email sent by a senior council officer to Cllr Gabriella Giles, full access is to be restored at Staveley Road and Hartington Road when the closures on the Great West Road commence on 6 August. The restrictions on Strand on the Green will also be temporarily suspended.

Collectively these measures are part of the South Chiswick Liveable Neighbourhood (SCLN) scheme. The Staveley Road and Hartington Road restrictions mean that any drivers without access were fined for using these roads during the operation of the scheme. This requires traffic without access to continue towards Hogarth Roundabout which would add to what is likely to be high levels of congestion in the area during the works on the A4.

The council appears to have decided on the move due to the likely impact of the works on maintaining and repairing the Cromwell Road Rail Bridge which carries the A4 over the railway line south of Gunnersbury station.

The councillor, who represents Chiswick Riverside ward, contacted council officers about the matter after several of her constituents contacted her ‘in consternation’ about how the closures would affect the Grove Park area.

From 6 August until 15 September, two lanes of the A4 will be closed westbound and then, from the 17 September to the 12 October, one lane of the eastbound carriageway will be closed in addition.

The westbound carriageway is due to fully reopen on 13 October, but the eastbound closure will remain in place until 25 November.

Following that there are scheduled to be some high impact weekend closures of the M4 from Junction 2 through to Hogarth Roundabout every weekend until Christmas. The first two weekends are confirmed and the second two are contigent and may not be required if the necessary work can be completed earlier.

The SCLN restrictions will be lifted at least until 25 November except for Friday 16 September and Thursday 13 October when no works are taking place. Drivers using Staveley Road and Hartington Road without access during the hours of operation on these two days may be liable to fines.

We have asked the council for details of which days restrictions will apply after 25 November. Most of the work from this point until Christmas is scheduled to take place at the weekend.

Cllr Katherine Dunne, who has responsibility for transport in the borough said, “To minimise disruption, the council have agreed that traffic restrictions in the Grove Park area, which include Hartington Road, Strand on the Green and Staveley Road will be lifted during key operational periods of the roadworks. Information on this is being communicated, and will be increased as the start date approaches.”

The council intends to press ahead with planned works around Chiswick High Road relating to Cycleway 9 during the period that work is taking place on the A4. Cllr Dunne said,  “The recently opened Cycleway 9, from Goldhawk Road junction to Chiswick Lane, will not be affected by these works; a Traffic Management Plan for the construction of the next section, from Chiswick Lane to Heathfield Terrace, which will begin in mid-September, is being prepared with TfL. We will ensure that disruption and inconvenience to the traffic is kept to a minimum.“
