The controversial CPZ in Grove Park is now operating though the Council still had not installed Pay and Display machines days after it came into effect.

Some local people expressed confusion as the markings and signage have been installed for some time but no machines could be seen in the area. Some suggested that the CPZ had not been installed correctly.

Asked about the situation, a council spokesperson, said: “The P&D machines are still to be installed. No enforcement is being carried out in the shared use bays – all other bays are enforceable.”

He said the scheme became enforceable last Monday (Dec 2nd). Residents' permits have been issued.

Councillor Ed Mayne, the Council's cabinet member for community safety and regulatory services, approved the scheme last April to introduce limited parking restrictions (2 hours a weekday between 10-12 am) in Park Road and Staveley Road east. It will be for a trial period of six months.

The designated areas for charging non-residents as well as residents are:

  • Easternmost end of Staveley Road – no sign for charging / no machine yet
  • Westernmost end of the CPZ on Staveley (south side of Staveley Road) -  there IS a sign for charging but no machine yet.
  • Directly north of the Park Road Chiswick House & Gardens entrance, on the east side of Park Road, opposite Chesterfield Road - there IS a large bay and a sign for charging but no machine.

The decision to introduce a partial CPZ in Grove Park created division in the area between the local community.
