TfL has announced that it will be shortly starting a new consultation on Cycleway 9 in Chiswick.

It will be asking for feedback on the more recent changes made to the segregated cycle lane even though these are not yet completed and there is no firm date for when they will be finished.

Information obtained by a Freedom of Information request by ChiswickW4.com shows that work on Phase 3b of the project, which was due to begin a few weeks ago, has been postponed multiple times and uncertainty remains over the end date for work on the scheme. The latest estimate from Hounslow Council officers is that the cycleway will be fully completed by the end of January of next year.

Email exchanges between council officers in the transport department acknowledge that it is ‘not ideal’ that the consultation is proceeding before Cycleway 9 has been fully completed. The latest design for the project has been implemented under an Experimental Traffic Order which should allow a minimum of six months for residents and other stakeholders to assess how the scheme is operating and give their feedback. Due to the series of delays, Hounslow Council and TfL have decided that this trial period can include a time when Phase B of the scheme is under construction but one officer states that the Cycleway must be fully operational before 22 February if the consultation is to be valid.

Phase 3b includes some resurfacing work and changes to junctions along the route including at Cranbrook Road, Brackley Road, Turnham Green Terrace, Devonshire Road, Linden Gardens and Duke Road. Improvements will be made to signage and road surfaces to make it clearer to drivers emerging from side roads that they will be crossing a bi-directional cycleway. This will be similar to the treatment given to junctions between Goldhawk Road and Chiswick Lane in an earlier stage of the project.

The latest phase of the project has been delayed numerous times with problems with obtaining granite kerbstones from a specialist supplier. According to the latest information the subcontractor has still not been given a date for delivery of these items.

TfL is postponing resurfacing work on Chiswick High Road as part of Phase 3b of the Cycleway 9 project and would have required it to be closed over three nights while work on the Cromwell Road Rail Bridge on the A4 is ongoing. The latest information on the A4 scheme is that it is on schedule to be completed before Christmas unless weather conditions delay work. If this happens closures on the A4 would continue into the New Year and there would be further delays on work on Cycleway 9. At the moment, preparatory work for the resurfacing for the Cycleway 9 project is expected to take place over the Christmas period with this part of the scheme completed in the New Year.


New junction treatments already implemented for side roads off Chiswick High Road

Council officers believe that the work on the junctions along the length of the High Road can be carried out with an acceptable level of impact on the flow of traffic on the High Road and would be allowed to proceed by TfL despite the work ongoing on the A4. The majority of work to be done, other than resurfacing, will take place within the cycleway. There is other work scheduled on Chiswick High Road on 10 October which will require stop and go boards to be used between 9.30am and 3.30pm so the most recent suggested start date for the Cycleway 9 junction treatements would be 24 October which would be during the school half term.

The work will be done in phases two junctions at a time starting at Cranbrook Road with the cycle lane being closed. Cyclists will be advised to use the main carriageway to circumvent the closure. Local access to side roads will be maintained with stop and go boards used to enable those with access to enter and exit.

The next section of Cycleway 9 to be added is between Kew Bridge and Waterman’s Park. A cycle lane has already been added through the park and Hounslow Council is planning to start work on linking this section with the rest of the route early in 2023. However, there is currently no funding in place for the continuation of the cycle way further up Kew Bridge Road and Brentford High Street as money has not been allocated to this part of the scheme in TfL’s budget.
