Burlington Lane Scheme Dropped from Planning Meeting Agenda

A decision on the controversial application to build a ten-storey building by Hogarth Roundabout is being deferred.
The submission by Burlington Properties London Ltd was due to be considered at the Hounslow Borough planning meeting this Thursday (1 May) but a local resident, who was planning to attend the meeting has told us that consideration of the application has now been removed from the agenda just hours before it was due to take place. A letter was sent to objectors confirming that the application would not be decided on at this point.
It is understood that the applicants put in a request to withdraw the item from the agenda, to allow time to review objections received on the scheme.
According to a local councillor, a report by the Council’s conservation officer opposed to the scheme was not included in the meeting papers. These did include the planning officer’s report recommending approval for the scheme on the basis that it presented ‘less than substantial harm’ which was outweighed by the benefits provided.
The residential-led mixed use scheme would provide 132 new flats of which 13 would have been affordable. In addition, if approved the scheme would generate a Community Infrastructure Levy which currently would total £6,288,289.96, with £1,202,716.00 for Hounslow Council and £5,085,573.96 for the Mayor of London
Opponents of the scheme designed by Simpson Haugh Architects were particularly concerned about the blighting of views across the most historic part of Chiswick with the proposed building being visible from across the river when looking over at Chiswick Mall and from parts of Chiswick House Gardens, the first time a modern building outside the park could be seen from within. Historic England made a strongly worded objection to the plan and there were negative comments in the same vein from local heritage organisations.
The planning application reference is P/2024/2610. If the borough planning committee gives the go ahead to the application at a later meeting, it would then be referred to the Mayor of London for a final decision.
