Hogarth Statue Gets Protection from Market Stalls |

New licence forbids setting up within the enclosure
May 8, 2025 A recent meeting of the Hounslow Borough Licensing Panel has placed a new restriction which forbid market stall holders setting up around the statue of William Hogarth. Two of the markets were up for review at the meeting on Tuesday 29 April, the Chiswick Antiques and Vintage Market and the Street Food market. Both had received a significant amount of support from the public and there were no in principle objections to either. The Panel described the operation of both market as ‘satisfactory’ when agreeing to renewal up until November this year. However, a specific concern had been raised about the crowding out of the statue of William Hogarth during the antiques market. The William Hogarth Trust had requested that stalls should not be allowed to set up within the enclosure around the statue. This request was supported by a local residents’ association and Chiswick Gunnersbury councillor Joanna Biddolph. The Trust had been annoyed when the annual placing of a wreath at the statue to mark the artist’s birthday had to be delayed due to it being blocked off by market traders. Jennifer Titmuss of Corky Events, which organises the antique market, disputed that the stall holders were being disrespectful to the statue and said that market participants had been asked to stay a metre clear of the statue. The Panel added a condition to the licence which forbids stalls being set up within the enclosure around the statue. Concerns were also raised by Cllr Biddolph about the stall closest to the junction of Devonshire Road and the High Road which she said encroached onto the pavement forcing pedestrians into the cycle lane and covering the tactile pavement leading to the crossing over Devonshire Road. She also raised concerns about traders lingering at the site and continuing to operate well after the markets were supposed have closed. The Licensing Panel added a condition that the licence holder must ensure clearance of the market by 4.30pm. Cllr Biddolph also requested that the markets be required to have a parking plan because the market were not only leading to the loss of the central Chiswick car park but other bays in the area including the spaces in the car park behind Marks and Spencer being taken up. The Panel added a condition that the licence holder should consider alternative parking locations to the car park once they have set up stalls.
