Plan for School Streets at Southfield Primary and Orchard House
April 22, 2025 Ealing Council has put aside funding for two new school streets in the Chiswick area. These are road schemes which close roads near a school form most vehicles for a short period of time at the start and end of the school day. The aim is to reduce traffic and encourage more children to be walked to schools. There are already 41 similar schemes in the borough. Some residents have expressed concerns that these objectives may not be achieved and that the restrictions will mean children will be picked up and dropped off just outside the restricted area displacing the problem rather than solving it. It is being proposed to implement these schemes around Southfield Primary and Orchard House Schools. Residents living within the School Street area are exempt from restrictions and will be able to apply for a free permit. It is not known at this stage how the restrictions would be enforced. In some cases school streets in Ealing are enforced by physical barriers placed across restricted roads but ANPR cameras are also used to fine non-exempt vehicles. The council says it has written letters to householders in the vicinity of both schools asking if there is a compelling reason not to proceed with the schemes. The Southfield Primary School restrictions would operate along the length of Southfield Road between The Avenue and Woodstock Road including the section of Woodstock Road north of the junction with Wheelock Road. In addition, the zone includes Greenend Road between the junctions with Hamilton and Hawkshead Road and the whole length of Hamilton Road. The alleyway that links Hamilton and Hawkshead Road is also included. The Southfield Primary restrictions would operate 8:15 to 9:15am and 2:45 to 3:45pm. The survey about the proposal for Southfield Primary must be completed by midnight on 11 May. A pop-up session about the plan is being held at the school on Thursday 24 April between 3 to 7pm. Restrictions for Orchard House School would apply on Newton Grove and Orchard Road between South Parade and Bedford Road as well as a section of Bedford Roard north of the school. These would operate from 8.00 to 9.00am and 3.15 to 4.15pm The council is holding a pop-up session at Orchard House School on 30 April between 3.15 to 7.00pm and there is an online presentation on 1 May from 7.00 to 7.30pm, book your place here. The survey for Orchard House must be completed by midnight on 11 May. There will be a 21-day legal consultation on the notice ahead of the issuance of a Traffic Management Order for the schemes. Posters should be displayed in the local area to tell residents of the notice and how they can comment. The council says an independent consultant will analyse responses to the online survey, and it will consider any objections to the Traffic Management Order. If no reason can be found not to proceed, senior council officers will proceed with implementation. Residents in the area should receive another letter if the proposals get to this stage.
