New application aims to reassure residents near Barley Mow Passage
October 4, 2026 Lil' Nashville, the country-themed bar and kitchen tucked inside the Barley Mow Centre, has submitted a new application for an outdoor seating area after its earlier attempt was turned down in June. This time, the team is hoping that a more detailed and carefully thought-out proposal will it hopes will reassure the Council and nearby residents that the space can be managed smoothly. The restaurant, which has become known for its live music, comfort food and busy weekend atmosphere, wants permission to place up to twenty seats outside its front doors. The idea is to give customers the option of sitting outdoors during warmer weather and to make the most of the lively, pedestrian-friendly character of Barley Mow Passage. The hours would be the same as those previously approved for the site back in 2015: evenings on weekdays, and daytime through to the evening at weekends. The earlier application was refused not because outdoor seating was considered unacceptable in principle, but because the Council felt it lacked enough detail about how the space would be run. Noise, queuing, smoking and the impact on the surrounding passage were all raised as concerns. In response, Lil' Nashville has now produced a detailed Operational Management Plan that sets out exactly how the area would be supervised. The plan describes how staff will keep a close eye on the outdoor space at all times, making sure customers remain seated, keeping noise to a reasonable level and preventing groups from gathering outside neighbouring homes. Queues for entry will be directed away from residential doors, and smoking will be limited to a single supervised spot rather than spreading along the passage. At closing time, staff will guide customers away promptly and remove all furniture so the passage is clear again. The restaurant says these measures have already been tested informally after discussions with Council officers, and that they have helped reduce complaints. The new application formalises those arrangements and commits the business to keeping a written log of any issues raised by neighbours, along with a promise to respond quickly and adjust its approach if needed. Lil' Nashville’s owners say the outdoor seating is important for the business, especially during the summer when customers often choose venues with outside space. They argue that the seating would not increase the intensity of the restaurant’s operation but simply give people the choice to sit outdoors rather than indoors.
